Response Action Plans and Contingency Plans

RESPONSE ACTION PLANS
Landmark knows how to develop response
action plans that control and minimize remediation costs. The key is to prepare the plan with the planned use of the property
clearly defined so that as unexpected conditions are encountered, a cleanup strategy was clearly defined so that your construction
project is not delayed. The cleanup and regulatory strategy that Landmark and the client create will ultimately save the
client time and money. Landmark assists the client to develop property-specific cleanup goals to meet the regulatory requirements
and the client’s needs for the planned property uses and a development plan that minimizes unnecessary remediation.
A
response action plan can be prepared for the MPCA’s VIC program or for MPCA’s Petroleum Brownfields program or for both depending
on the contaminants of concern at the property. A Voluntary Response Action Plan (VRAP) is prepared for a property contaminated
primarily by hazardous substances and a Development Response Action Plan (DRAP) is prepared for a property contaminated solely
with petroleum compounds. Landmark prepares VRAPs and DRAPs in accordance with MPCA Guidance Document #18 and Petroleum Brownfields
Program DRAP Guidance Document 5-03.

A response action plan is a detailed report that includes the
steps to remediate waste materials, soil, surface water, ground water, and/or air contamination at or from the property.
The plan includes an introduction, a scope and remedial objectives, a summary of past investigations and determinations, the
proposed response action tasks and schedule. The RAP includes the intended level of cleanup (residential, industrial, recreational,
etc.) for the future property use.

CONTINGENCY PLANS
Landmark prepares environmental contingency
plans so that when unexpected environmental conditions are encountered during development activities, there is a clear understanding
of what needs to be done. Landmark follows the MPCA VIC Program Guidance Document #10, Site Safety and Contingency Plans.
